The game limits it from 180 to 90 degrees. When I rotate it 44 degrees to the right for example it seems fine. Then one more degree to the right and the ingame wheel begins spinning as much as it can to the right. And that leaves me with another 45 degrees I just can't use in that direction. Same goes for turning left.

Hello! When doing external contracts for the christmas special it happens from time to time that I flip my truck. And I found no option to solve the issue then. steering won't get the truck up again, using a savegame is impossible (as it is synced with worldoftrucks online service), stopping the app is not helpful either, calling emergency services ends the contract and so on. Even if I don't think a mod may mess with the speed limiter, there is nothing else left to mind about other than mods -.- Try with a new profile, mod-free, drop your trailer during the initial tutorial, check and adjust gameplay settings (turn off limiter) and then go for a quick run on the nearby toolway. Maybe you can start it by set both Truck Stiffness and Cabin Stiffness sliders in gameplay setting all the way to the right.
